We have had numerous service calls from customers who are having trouble with Outlook Express for E-mail or are having trouble with the Internet.  We have found that Norton Antivirus & McAfee Antivirus are the cause of a lot of these problems.  Particularly on older computers (Pentium III's running Windows 98 or ME).  One customer had us remove Norton Antivirus and then replace it with the free version of AVG, and that solved the problem.  McAfee will change your Outlook Express incoming mail settings to 127.0.0.1  Your incoming mail settings should be
